New Developments
The Wisconsin Legislature recently finished a three-week floor
session and will reconvene the second week in April for one last
sprint to the finish line.
With
the elections on the horizon, it remains to be seen whether major
controversial legislation that has passed only one house will be able to
make it through the other before the April 22 deadline. For example, the
Senate narrowly passed (17-16) legislation that would extend health
insurance under a new state plan called Badger Care Basic to nearly 25,000
people who are currently on the waiting list to enroll in the state's
BadgerCare Plus Core plan, which has been capped due to budget constraints.
Yet
this bill - and a number of other major pieces of legislation that have
passed only one house - remain in limbo as the Legislature heads into the
final few weeks. Still pending is a measure to tie all future minimum wage
increases to the annual consumer price index. A bill that passed in the
Senate now stalled in the Assembly would raise the unpaid wage claim lien
for workers from $3,000 to $10,950 before a commercial lending institution
is allowed to recover assets from a bankrupt employer.
A slew of
bills have been introduced but have not yet passed out of committee, such as
the pending climate change legislation. In addition, there is a late push by
the plaintiffs' bar to introduce and pass a number of bills in the remaining
