JAMES E. HOUGH, has represented clients before the Wisconsin Legislature and administrative agencies continuously since 1979. His clients have included state and national corporations and associations. Jim's activities at Hamilton Consulting Group, Inc., Madison WI, currently concentrate on economic development and civil justice/legal reform issues.
Jim has advocated for, lectured on, and, written about Wisconsin’s litigation atmosphere, the need for liability reforms, Supreme Court decisions, and legislative and gubernatorial actions for the past 20-plus years. The issues encompass legal, economic development and national reputation concerns.
Since 1980, Jim has played an active role in representing the interests of all aspects of the economic development community in Wisconsin. This involvement has included the development and advocacy of statewide policies aimed at providing the tools to improve Wisconsin’s economy and its competitive position involving business retention, expansion and location decisions.
In addition to his lobbying activities, Jim previously served as part-time executive director for the Wisconsin Economic Development Association, Civil Trial Counsel of Wisconsin, Wisconsin Coalition for Civil Justice and Wisconsin Mortgage Bankers Association. He also served as Executive Director of the State Bar of Wisconsin and the State Judicial Council. He has private law practice experience as well as a brief stint with the Legislative Council and as a bill drafter with the Legislative reference Bureau.
Jim received his J.D. degree from the University of Wisconsin Law School in 1967 and a B.A. in Government and International Relations from the University of Notre Dame, 1964.
